As of June 1, 2009, the DMV will be coming out with an enhanced license that allows the crossing of the border without the use of passports.
Like the passport, the license includes a picture and an id tag that is scanned to verify a person’s identity. Applying includes a lot of paper work and an extra fee of $30. Like your regular license, it is valid for 8 years. However, when you go to renew this license it costs thirty dollars more than the regular license.
When you go to apply you must have your valid license, birth certificate, social security card and two proofs of NY residency such as a credit card bill or property tax. The reasoning behind the new enhanced license is to enforce strict security at the borders to enter the US; a license is just not enough information anymore. The license is not only for drivers but anyone re-entering the United States by land, sea or air.
